Excerpt from the beginning of the first chapter of the article (pages 141/142):

“Einstimmigkeit herrscht in der Forschung darüber, daß Bismarck vor 1884 entschieden antikolonial eingestellt war, ebenso darüber, daß er bald ein Jahr nach ihrem Erwerb schon wieder kolonialmüde und schließlich kolonialfeindlich wurde. In seiner Kolonialphobie läßt sich demnach eine Kontinuität von 1862 bis 1890 feststellen, so daß die kurze Spanne von 1884/85 aus dem Rahmen herausfällt, also einen unverkennbaren Bruch darbietet. Die Quellenbelege für seinen Antikolonialismus sind zahlreich und bekannt; die wichtigsten und sprechendsten seien kurz angeführt. Sie liefern die Gründe für seine Haltung gleich mit und erhöhen den Erklärungsbedarf für seine vorübergehende Kehrtwendung von 1884/85 ganz augenfällig.”

“There is a consensus amongst scholars that Bismarck held decidedly anti-colonial views prior to 1884, and likewise that, barely a year after their acquisition, he had already grown weary of colonialism and eventually became hostile to it. His colonial phobia thus shows a continuity from 1862 to 1890, so that the brief period of 1884–85 stands out as an exception, representing an unmistakable break. The documentary evidence for his anti-colonialism is numerous and well-known; the most important and telling examples are briefly cited here. They provide the reasons for his stance at the same time and make the need for an explanation of his temporary reversal in 1884/85 all the more apparent.”
